MSCR – HR Admin Clerk Senior – 1.0 FTE

Madison School & Community Recreation (MSCR) is Madison’s public recreation provider. MSCR offers a wide variety of athletic, recreational, arts and enrichment activities and classes for all ages in an accessible, inclusive setting. Programs include swimming instruction, MSCR on the Move, arts & enrichment classes, youth summer camps, sports camps & clinics, adult & 50+ fitness, adult sport leagues including pickleball, softball and tennis, and a wide variety of outdoor pursuits including paddling sports, pontoon trips, camping, orienteering and challenge courses.

As a department of the Madison Metropolitan School District (MMSD), MSCR also provides afterschool enrichment activities, clubs and sports as well as summer programming in Madison elementary, middle and high schools, Allied Learning Center and Meadowood Neighborhood Center. Afterschool clubs and sports include: arts & enrichment, homework/academic clubs, drama, dance, skiing, soccer, basketball, volleyball, cross country and much more!

Purpose of Position:  Provide HR administrative and clerical support for all MSCR seasonal staff employment functions for the entire employee life cycle, pre-employment through separation

Essential Duties and Responsibilities:
  • Set up new seasonal employees in Munis and maintain Munis data and confidential paper files on all part-time/seasonal employees, including tax forms, I-9’s, work permits, job codes and corresponding account numbers (approx.1,200 annually).
  • Submit & review information (online) for criminal background checks on all potential employees and volunteers.
  • Maintain MSCR seasonal employee and instructor pay scales. Maintain a list of all MSCR job and position codes and request new codes, as needed.
  • Serve as system administrator for MSCR Seasonal Employee Database (SED) and MSCR Time Clock system.
  • Manage MSCR New Hire websites and MSCR Employee Onboarding and Resource Center website.
  • Train new full-time employees and seasonal supervisors on MSCR pre-employment onboarding processes and employee time entry and time approval.
  • Coordinate payroll upload processes for seasonal staff payroll.
  • Monitor MSCR biweekly payroll uploads into Munis, proof for accuracy and resolve MSCR payroll errors.
  • Support MSCR staff and volunteers in using the district’s Volunteer Management system, including troubleshooting, training and reporting.
  • Maintain and update all part-time employee files annually. Ensure HR files are in compliance with records retention requirements.
  • Respond to requests for information including: verification of employment forms and Unemployment Insurance requests.
  • Coordinate pre-employment TB testing & health screening schedules.
  • Conduct all DMV driver record checks for MSCR employees driving MSCR vehicles
  • Coordinate MSCR attendance at job fairs and assist with employee recruiting efforts.
  • Cross-train with team members to backup job posting processes in Cornerstone ATS.
  • Collaborate with MMSD Human Resources and other district departments for information sharing and problem solving.
  • Run standard and ad hoc reports using SSRS and respond to data requests related to employment.
  • Work as part of the Operations Team and assist with other duties as assigned within the department.

  • Pay Rate:

    $31.06/hour

  • Minimum Qualifications:
    Qualifications:
    • Four years of successful office experience providing advanced administrative support or a combination of experience and formal training equivalent to four years.

    • High level of proficiency with Google Workspace, Microsoft Word and Excel. 

    • Ability to communicate effectively with a diverse clientele, staff and the community, both orally and in writing.

    • Skills, Knowledge and Abilities

      • Excellent organizational skills and the ability to prioritize multiple tasks, work under tight deadlines, use effective time management, and work with interruptions.

      • Ability and comfort level with learning new technology/software and HR processes.

      • Strong problem solving skills, ability to proactively seek out information and devise solutions to complex problems.  

      • Ability to handle high volume of work while ensuring attention to detail and accuracy.

      • Ability to maintain accurate and confidential records.

      • Ability to work independently and with efficiency.

      • Knowledge of generally accepted recordkeeping practices.

      • Experience working cross-culturally and/or commitment to work toward improving one’s own cultural competence, i.e., valuing difference/diversity, recognizing personal limitations in one’s skills and expertise, and having the desire to learn in these areas.

  • Preferred Qualifications:

    Desired Qualifications

    • Experience working in database systems.

    • Previous work experience in a Human Resources setting

    • Bilingual in Spanish.

    • Knowledge of MSCR/MMSD department and district policies

    • Ability to work with minimal supervision.

    • Desire to continually evaluate and improve department processes.
